The mission of the CFCB is three-fold:
- The CFCB programme supports cities in initiating, developing and commissioning carbon reduction projects in key areas such as housing provision, waste management, energy supply and transportation.
- The CFCB programme enables cities to generate carbon emission reductions and carbon credits from the projects using the project-based mechanism of the Kyoto Protocol such as the Clean Development Mechanism (CDM) or voluntary certification schemes like the Gold Standard (GS) of Voluntary Carbon Standard (VCS).
- The CFCB programme links low carbon cities in a South-North-mega-city climate alliance network market, that allows emerging mega cities of the South to sell the generated certificates to an industrialised partnering mega city (e.g. within the C40 cities network)
